Timezones on Virtual Machines in Azure can not be set in Settings or Control panel, it needs to be set by a powershell command.

List all available time zones

Get-TimeZone -ListAvailable

List available time zones for a specific region

Get-TimeZone -ListAvailable | where ({$_.Id -like "*Europe*"})

Set the time one on the server

Set-TimeZone -Id "W. Europe Standard Time"

Restart the server
